Peter J. Norman

Biography

Peter J. Norman is a trial lawyer with experience in both federal and state courts, and regularly represents clients in design, construction and surety matters, both in the drafting, negotiation, and administration of contracts and in the resolution of disputes in litigation, arbitration and mediation.  Mr. Norman represents public and private institutions, corporations and individuals in litigation involving claims of design and/or construction defects and commercial disputes and advises clients on issues that arise regarding ongoing construction projects, and has successfully resolved ADA and HUD disputes for clients through negotiation with federal regulators.

Mr. Norman has drafted, negotiated and administered owner-architect, owner-contractor, owner-construction manager and related forms of agreement on public and private projects, and has an excellent practical knowledge of the various form contracts published by the American Institute of Architects (AIA) and is fully conversant with the insurance and bonding aspects of construction projects.  Mr. Norman has represented owners, contractors, subcontractors and sureties in performance or payment bond issues, and has experience in both claims prosecution and defense.

Representative Matters:

  • Successfully defended a major metropolitan school district in a bid contest and TRO action that would have resulted in the closure of a large elementary school on the eve of a new school year;
  • Successfully represented a private developer in a $20 million HUD project dispute with its general contractor and bonding company;
  • Successfully represented a major metropolitan school district in numerous design claims on large capital improvements throughout the district;
  • Successfully prosecuted and defended claims brought under the Contractor and Subcontractor Payment Act for both contractors and owners, including awards for attorneys fees;
  • Successfully represented a hotel owner in resolving ADA disputes with the Department of Justice;
  • Successfully represented an internationally recognized researcher in a defamation claim, obtaining both a full retraction and an apology from defendant;
  • Successfully represented an owner in a contested fire insurance claim on a very large urban property, resulting in full recovery for the owner;
  • Successfully represented a property owner in the emergency takeover of a large parking garage in a major metropolitan city; and
  • Assisted in the successful defense and settlement of qui tam and other claims brought against a major university by federal authorities.
